Plain? Where did you draw this conclusion? Specifically the instructions are directed towards two communities of users. Manjaro-OpenRC and Arch-OpenRC. Why would the rest be interested in changing if they hadn't already done so. Those running with OpenRC "needed" to change as those two other projects would no longer be supported.
Since you are in this game long you do realize that with dynamic rolling distributions things change, and in this case they change from both sides. 20 days ago Manjaro-OpenRC and Artix were not what they are today, If they have been consistently upgraded that is.
Still, does this mean the instructions are no longer valid? I suspect not. There were wikis on both Arch and Manjaro on how to install OpenRC. They no longer work.
I still do not understand what is the basis of your fear that it will not work.
Migrating from Manjaro
People coming from Manjaro OpenRC, will additionally need to run:
