Unable to shutdown, system always restarts back up

I made an upgrade to my cpu and gpu, both to AMD. I installed ucode, amdgpu and vulkan-drivers. Ever since, I cannot shutdown my system. `sudo poweroff` works, but it restarts before the motherboard turns off.
I also boot windows which works as expected so it shouldn't be a BIOS thing. I get this error when it starts again.

Any idea what might be happening?  :D

By upgrade to your CPU and GPU you mean you upgraded the hw itself? Check you are using the latest BIOS, it might help. From a brief search it seems the kernel is responsible for telling the HW if it should halt or reboot, probably BIOS and ucode is involved too, so those are some things you could try in different versions and flavors if available. If you don't install any ucode it defaults to the embedded version, ucode can be in the BIOS too. Never had this problem myself, so others could have better advice.
