Why does openrc need hostname in multiple places?

Is there any technical reasons for needing multiple hostname files?
Other distro's that use openrc only have one hostname file managed by openrc in the /etc/conf.d/ directory.

Openrc doesn't need multiple hostname files. It uses /etc/hostname, if there's no such file it uses fallback file in /etc/conf.d/
