Title: [FIXED] Latest docker missing sysusers.d config

Hello all,
My first post here but I've been lurking since virtually the start.

Anyway, I've just tried installing the latest galaxy/docker 1:19.03.8-2 and it fails to create the docker group whereas community/docker 1:19.03.6-1 adds the group as expected.  It took me a while to work out what was going on as I had two VMs - one that I installed docker on some months ago and one that I only setup yesterday.  As a workaround, I installed the community version and then upgraded to the galaxy version after the group was created.

hi, thanks for report.

I fixed that in docker-1:19.03.8-2.1.

Please upgrade and check it... should works again. Thanks!
