Настраивал как описано здесь (https://wiki.archlinux.org/index.php/Dnscrypt-proxy).

# sv status dnscrypt-proxy
run: dnscrypt-proxy: (pid 1175) 521s; down: log: 0s, normally up, want up

# netstat -tulpn|grep -i 2053
tcp        0      0 127.0.0.1:2053          0.0.0.0:*               LISTEN      1175/dnscrypt-proxy 
udp        0      0 127.0.0.1:2053          0.0.0.0:*                           1175/dnscrypt-proxy

Проверил через https://2ip.ru. Там утечка dns моего провайдера, а хотелось бы cloudflare.

Понял свою ошибку прописал лишнее nameserver ::1
Осталось понять как теперь заставить работать sylpheed
