Try again with fully synced repros sudo pacman -Syyu Then sudo pacman -S package name if using octopi forget it its rubbish as is every other GUI just any good for looking up packages only.

but this was on chroot while the parent system was not re-updated
Exiting back to the system, and updating, solved the problem for the parent and then for the other two.
Does this make sense? I didn't know that the primary system must be updated before the one you chroot to.
To be honest no, but then I chroot from a existing install so its up todate any way I wonder if the chroot commands are correct for Artix.

edit: downloading manually and running pacman -U on netifrc fixed the error, until next time!

What does this mean exactly, the mirror reached its maximum bandwidth and is blocking downloads?
If it does how and from where did you

fungalnet, I have also received the error messages pertaining to the netifrc package. I assume that toxygen simply visited one of the mirrors.
By browsing mirrors.dotsrc.org (one of the five main Artix mirrors), I was able to locate the package in question.

As toxygen mentioned, just simply install it (after using 'cd' to switch to the directory that contains the file) with 'sudo pacman -U netifrc-0.6.0-1-x86_64.pkg.tar.xz'.
After installing and rebooting, I can confirm that there are no errors with my network connection that uses '/etc/conf.d/net' settings (for a static local IP address).
I added my own mirror to the system and it still comes up with a maximum size error
