I'm trying to install libreoffice and get the following:
# pacman -Sy libreoffice-still
:: Synchronizing package databases...
system is up to date
world is up to date
galaxy is up to date
error: target not found: libreoffice-still
eventhough libreoffice-still should be avialable https://archlinux.org/packages/extra/x86_64/libreoffice-still/
You may need to enable arch repos.
Artix doesn't maintain libreoffice-still, but libreoffice-fresh. Install libreoffice-fresh.
Ok, I get the error:
/usr/bin/update-mime-database: error while loading shared libraries: libicuuc.so.70: cannot open shared object file: No such file or directory
eventhough libicuuc.so is up to date.
This is not related to LibreOffice. I suggest updating your system, making sure that your repositories (https://wiki.artixlinux.org/Main/Repositories) in /etc/pacman.conf are ordered correctly.
$ LC_ALL=C pacman -Qi shared-mime-info | grep Version
Version : 2.0+144+g13695c7-1
$ ldd /usr/bin/update-mime-database | grep icu
libicuuc.so.71 => /usr/lib/libicuuc.so.71 (0x00007f70a21f7000)
libicudata.so.71 => /usr/lib/libicudata.so.71 (0x00007f70a03c1000)
FYI: libreoffice-still is available in the omniverse (https://wiki.artixlinux.org/Main/Repositories#Omniverse) repo.

I will keep this in mind. However, libreoffice-fresh is in the official Artix repositories.
