This problem occurs at random and I cannot start any app until I restart Artix.
When i try to run nano or dolphin a get same error.

It sounds suspiciously like the "NetworkManager changing the hostname issue" ?

Unfortunately it did not work for me.
What I recognized that it probably is some issue with network because when I disconnect my smarthone which I tether internet through suddently I can start applications..

I still think it's probably the hostname
Run the command

hostname

both before and while tethering your phone. If the output changes that's your problem.

What network software do you use to handle the tethering of your phone?

Solved with probably kde update.
