How can one suggest a tiny tool, or bash script to be in Artix/Arch repo, as it's been found has good use ?

The AUR is the place. Packages that become popular or draw a packager's interest, make their way to the repos.

anyone used to do it, just please do it (I've no ability to create package into AUR) ?

Can I just check. Are you requesting this as you use it and think a package should be made so more users can use it ?

Or do you want the package so you can use it yourself ?

If the latter (second) it's easy to install this script either for your user, or system-wide. And making a system wide package would be simple as well.
Checking because if the latter I'll tell you how but I'm not writing out the instructions until I'm sure of what your purpose is ?
