I was advised to make a post about this in the Artix bug report thread. Artix 6.8.9 will no longer launch Overwatch2 successfully. Rolling back to 6.8.8-artix1-1 solves the issue, so I'm pretty sure its a kernel issue and not related to mesa or proton. Some games (such as path of exile) on 6.8.9 work, and others (the forest, warfork) are also broken or have stuttering issues.
This is most likely an upstream kernel issue, it should be reported to kernel maintainers.
