is it possible, as I mentioned above, that net is not required in your ntp init files? If net is not required/connected at the runlevel that ntp starts, it will initially fail to find a network server. If this is the case, and the services required for ntp to run properly do not start until your user/login runlevel, ntp will run correctly after this run level has been reached. i.e. the ntp service will not update before xfce starts and the network is up
What are the services enabled on your different runlevels and, as mentioned above, do you have the correct required resources under a depend section in the init files?
You also may need to enable the UEFI network stack in your BIOS, this will allow network access before you reach the later runlevels.
Could you please let us know what your runlevels/service configurations are, what depends are listed in the init files, and enable the network stack function in your BIOS, then try to reproduce the issue?
