Cpupower-openrc breaks plasmashell.

Hello, i recently added cpupower openrc service and set governor to performance. It broke my plasmashell. There is no pulpit and no startup apps and I have to run command "kstart plasmashell" to get back KDE Plasma. Any ideas why does it happen?
