I almost suggested trying to get a edid in windows and then didn't for some reason.

I commend you for your effort so far and also the details you've listed.
However if someone is going to spot something you haven't I suggest posting more.
Like all of it. All output from all commands you describe, logs, dmesg etc.

And it's probably not what you want to hear but if it was was me I'd have considered rma-ing the card.
Do Intel claim proper Linux support for the Arc cards ? If they do and it works on windows but not Linux that has to be grounds for an rma.

But if that is not an option, or something you want to do, I would be considering trying to get some support from Intel and their forums, I mentioned this before.
Also I'd consider emailing the person making the the most ARC related kernel commits directly. With a well laid out explanation of the problem you may get some some joy ? It worked for me once with a motherboard sound chip that wasn't properly picked up by the driver it should have been. it just got 'generic' support. I expected to be ignored or admonished but instead was thanked and the chip added to to the kernel driver.
