run directories configuration

I know I have asked this, but I can't remember the answer and I can't find it by searching to forum, but where do you set up the proper /run/ directories and files in the OS.  There is a system configuration file somewhere.


Specifically my mariadb needs rin directories that are not being set up on reboot.

/usr/lib/tmpfiles.d/


OK just to document this since I am sick of losing this gem of a peice of information.  My problem, though, is WHY DOES pacman update keep killing my tmpfs configuration.  How do I get it to stop doing that.   It is a such a pain in the neck.

NoUpgrade   = usr/lib/...
in /etc/pacman.conf
(must have missing leading / before path or it doesn't work)
or use chattr - i /filepath/name
