what happened to drop down menus?

I think an update took the drop down menus away.  I tried looking in the system settings, but I can't find it.

There is an icon in the top right of the titlebar, but that's annoying.

I'm using Plasma 5.23.0 framework 5.87 qt 5.15.2 if that matters.
