locally signing key during migration fails

I reached the step https://wiki.artixlinux.org/Main/Migration#Install_the_Artix_PGP_keyring and while first two commands worked, the last one "pacman-key --lsign-key 78C9C713EAD7BEC69087447332E21894258C6105" failed. it errors out saying it can't locally sign the key. is it the wrong key? are the instructions outdated? am I doing something else wrong?

That's the old key of artoo, it's been replaced a couple of days ago and you're the first to hit it. Please, use any of the following keys instead to continue:
