How to disable weak protocols ssl/sslv2/tls1.1 system wide

Hello, trying to disable weak protocols on my system after i sniffed with wireshark traffic generated by some youtube app called minitube (which generates a lot of ssl weak encryption traffic) searched the web & can't find anything but some outdated how toos. From what i saw on arch wiki the file that must be edited it's somewhere in /etc/ssl/openssl.cnf. What i'm trying is to force somehow youtube app to use the better encryption tls1.2/1.3.
