[package maintainers] reclone packages-galaxy repository from github

Hi guys,

If you pulled from `packages-galaxy` since past Sunday April the 9th  you must delete your local repo copy and clone it again or pull forcing  the update. This is due an emergency history rewrite that we had to perform for the sake of the healthy of the repo  history and blob sizes.
