what do i install to get amd drivers and vulkan working on this beast?

You just need xf86-video-amdgpu and radeon-vulkan. If you want to compile vulkan-related stuff then install the vulkan-devel package group.

I would not recommend using any of the amd-pro drivers or its variants. It's proprietary crap that just causes problems and last time I checked it wasn't even a performance improvement or benefit. The FOSS drivers are the way to go.

I got a RX560 and I am absolutely happy with it running free amdgpu drivers.

Well, I'm sorry.  I read all the stuff and installed all the stuff and tried to configure all the stuff but for whatever reason i couldn't get steam, and more specifically, steam play to function correctly.  i have reluctantly gone with a systemd arch based distro.

A little more detailed description of the errors you've encountered would increase your odds of getting help and solve the problem. My sons run Steam Play with Proton on amdgpu all weekend.
