rkhunter warning: gpg and openssl out of date

I just built gnupg from source (and it is smaller than the packaged version), but I still get the warning. If there are newer versions, why are they held back? (gnupg-2.3.8 is in the AUR, but openssl isn't). I just ran rankmirrors and reorderd my mirrorlist, but I still don't get the updates.
