Frozen mirrors

Following the new build server going online, mirror syncing is problematic. Until this is fixed, a temporary mirror1 is setup to help the rest mirrors sync.

The temporary mirror1 WILL NOT provide http(s) access, so pacman operations using mirror1 will throw a 404.

As of 2019-04-04, http://mirror1.artixlinux.org is now usable again.
