what I am not understanding is why is not mkinitcpio altered when firmware packages are downladed with pacman rather than defaulting with these non-free firmware blobs.  If I need a specialized peice of hardware in my initram disk, don't I download it specifically with pacman ?

I don't know probably to suit Debian  but nobody on kernel dev can be bothered. You can of course install them if you want to.
Then the warning will go
