How come Pacman cannot install some PL esp. now neeeded Raku ?
Please guide to the correct solution ...

Raku can be found in the AUR in various varieties:
https://aur.archlinux.org/packages/?O=0&SeB=nd&K=raku&outdated=&SB=n&SO=a&PP=50&do_Search=Go
It isn't a binary package in any repo so pacman cannot find it. You could use makepkg or an AUR helper to install it. And there are several perl6 things in the AUR too.
