pip broken

any time I try to install something with pip, it doesn't work and I get this long unintelligible error message

Defaulting to user installation because normal site-packages is not writeable

TypeError: SafeFileCache.set() got an unexpected keyword argument 'expires'


I searched up the error message and the results were unhelpful. I can remove packages but not install any. If I use sudo to run as root then it works fine, but i'd like not to install as root. Previously it did work, I don't have a clue as to why it doesn't anymore.
Any and all help would be appreciated.

Nope, didn't work. I still get the exact same error message.
