Intel VA-API driver for legacy hardware.

Expose VAConfigAttribMaxPictureWidth and VAConfigAttribMaxPictureHeight.
Full support for vaSyncBuffer, vaSyncSurface2 and vaMapBuffer2. (enabling async_depth in FFMPEG)
