Dont know if you wasted the money :-)

It depends entirely what your needs are and what the plan for the gpu is.

Only Desktop use to 4k@60hz? Yes, waste of money.
Gaming? Depends of what, maybe not.

Nobody can you give the answer for that :-)

Elder Scrolls Online ...  maybe 1080p and high ish settings?

I have an AMD Radeon Biostar RX 550 D5 2GB graphics card on an Asus Prime B450M-A motherboard + AMD RYZEN 5 3600 + HYPERX RAM 8 GB - DDR4 - 3200MHz + Samsung 970 EVO SSD 500 GB - M.2 NVME Type 2280.

I use it happily for CAD on FreeCAD : https://youtu.be/4dAvWO0cJPg

No worries for 4K videos.

On this configuration, I previously used an Nvidia Zotac GeForce GT710 2GB Low Profile Passive: it jerked all the way.

my checking says it's like 200-300% better than a gt710

radeon is the free driver?  amd is the non-free driver?

guess this means it's working?

how tiny and unsbstantial this thing looks! i had maybe a 1/4 to a 1/2 inch to spar on my sff business pc recycle.

Subjective opinion.
Most of the money spent on games graphics (and games in general) are wasted. :)
And if you count lost time it is even more.

the card was indeed on the high side, maybe yes the cheaper (and probably abused with dead fans and such) 550's are 50-60$, but assuming this is a specialized low profile card 80$ was fine.

My card is a mined 570 Pulse still holding up after 3 years in my ownership, probably 5 years of total usage, the vram can't take any oc'ing anymore but doesn't give any errors (yet) at stock. God willing it can last probably 2 more years of abuse.

I barely play games with it (War Thunder and some simulator occasionally) but i need the power for mpv upscale shaders at 4K (i have tv as monitor :) ).

used vs new.  i bought new.  Esp since it would arrive the next morning.  And it did before 730am.  Have had it a full day and it performs well under windows on high settings but medium under linux was so far the best it would do.  in either case it's better than the low settings on the hd 630.  Def coulda got better card or paid less on ebay for used.  would have waited a week for it too.

Nitpicking slightly but Amazon didn't refund you, PowerColor did, Amazon is one of the outlets they sell on:

Amazon does sell some of it's own products but also allows others to use the platform in exchange for paying fees. The fee structure is mainly aimed at business sellers though, unlike eBay which is better for small private sellers. The sellers using a platform have to provide the required standards of service to continue selling on it.  Sometimes helpful to understand how it works so you realize exactly who you are dealing with.

amazon sent me a notice that i qualified for free games from amd for purchasing that card..  long story short, amd denied any such freebies after their process and contacting their support.  went back to amazon and asked what gives.  apparently they do.  i got the cost refunded to my card within a few hours.

Aha, that explains that, anyway I was wrong as Powercolor is the manufacturer and might not be the seller, but looking at the links on their site, while the price for one of those on Amazon has gone up currently, you can still get them for $79.99 plus $5.99 shipping in the USA on newegg if you wanted to get another one:
