Va-api Hardware acceleration does not work gstreamer-vaapi package

Good friends, I was activating the hardware acceleration for my intel hd 2500 i5 3470 ivy bridge integrated graphics, most of it was already installed by default and working in mpv, but for the browsers I was missing to install the gstreamer-vaapi plugin, this package is not working when I install it, anyone else has this problem?

I have installed all the drivers and libraries to make it work
mesa
xf86-video-intel
libva-intel-driver
libva-vdpau-driver
libvdpau-va-gl

gstreamer-vaapi ,does not want to work and I do not know where the problem can be, I have Artix kde plasma OpenRC

the following command verifies it and it shows me as if it was not installed, and I reinstalled it and nothing.
gst-inspect-1.0 vaapi

My haswell laptop shows some output, my only additional package to yours is libva-mesa-driver.
