Bluetooth cannot start

Installed are: bluez and blueman

bluez ie. bluetoothd seems works normally

Windows' device manager failed to detect and find any bluetooth card/adapter !

Linux still gave some eg.by inxi
...

This is a long shot but I experienced this myself with my previous build so just humour me.

Try shutting down, and unplug the power cord from the power supply.  Wait 30-60 seconds or so.  Plug back in and power back up and see if there's any change.

The fact that windows doesn't see it either makes me think there's some funny business going on.

I can't remember the details but something weird was happening when I was distro hopping and reformatting a lot where my bluetooth would just stop working until I did this "power cycle" thing.

You bet,
don't you even realize there're many more weird experience reports across google result?

One said it'd get to Windows to check first and found out that the bluetooth didn't work there either (there was no slider to turn bluetooth on or off).
And he opened the action menu (WIN-KEY+A) then clicked on the bluetooth icon twice, which was blue and had some remnant of phone's name on it (weird), bluetooth started working again somehow.
So he went back to Linux and it was working there as well..

Another said get into Bios to turn the wireless or its submenu, bluetooth if any, off/disabled and then restart to get into Bios again to set it enabled again so then the bluetooth got into work..
