The icons are Enlightment-x with all three boxes checked

The right screenshot shows the systray gadget/module as 'Available Gadget', so not yet as 'Loaded Gadget'. Loaded implies Enabled in this context.
So you must click on 'Add gadget'.
Then  right-click on the panel, click on 'Contents' and then click on 'Systray' and the 'Add gadget' button.

For more info go to menu item: Applications / System Tools / Moksha Quickstart which opens Moksha Quickstart as link to a installed, localized html page.

Please check the pic again. systray shows as loaded gadget fifth from top, yes?

if systray is loaded then it only needs to be added to the panel as explained

please examine the pic again. the systray is pictured at the bottom

Did you try things like:
- moving contents
- changing the style to eg. 'alternate' and back to 'default'
- a new profile, or setup as a new user?
